WWII Philippine Victory Knife. These were made for US servicemen at the end of world war two after the liberation of the Philippines. The pommel of the carved horn handle takes the shape of an army officer, possibly McArthur. This one takes the overall form of a Visayan talibon sword, though sinan kapitan motifs are from Ilocano, Luzon, this one is no different as the blade has a dedication stamped on the blade that reads: "Souvenir from: Gov. Carmeling P. Crisologo, Province of Ilocos Sur".
