Sugimoto immigrated to America from Japan at the age of 19. Attended UC Berkeley and the California school of arts and crafts. Then attended California school of fine arts before traveling to France where he studied French impressionism amongst other Japanese artists. Exhibited paintings at a Parisian salon with success and then in California exhibited at the San Francisco Legion of honor. In 1942 he and his family were incarcerated in Japanese detention camps in Fresno and Arkansas. He continued to paint while incarcerated and his works captured the stress of living in the camps. He eventually moved to New York and New York skyline scenes.
