He was born 1939 in Wisconsin and graduated from the University of Wisconsin - Madison in 1962 with his M.S. in Art and Art Education. For the next five years he traveled to various universities accepting invitations to teach, including one from Robert Arneson at U.C. Davis in 1967. A year later Bailey would relocate to northern California and become one of the leading figures of the Funk Art and Nut Art movements. He is remembered for approaching humorous and eccentric themes that intersected art, science, and imagination through robots, rockets, mythical creatures, his alter-ego Dr. Gladstone, and many other whimsical wonders.
