Tom Bennett (California, 1928-2016), twin brother of sculptor Bob Bennett, is known internationally for his bronze mid-century modern sculptures. They started in the back of a gas station making wire sculptures and transitioned to bronze in 1974.
The Cowboy sculpture is unsigned. Auction results show these originally came with a paper COA (which this one is missing) that were signed and numbered to 100.
